“တပ္မေတာ္ ကာကြယ္ေရးဦးစီးခ်ဳပ္က လက္ခံ၊ မခံဆိုတာေတာ့ မေျပာႏိုင္ေသးဘူး။ သူတို႔ေပၚမွာ မူတည္တာေပါ့။ လက္ခံဖို႔ နီးစပ္မႈ ရွိမယ္ထင္ပါတယ္။ တပ္မေတာ္ဘက္ကလည္း အေလွ်ာ့အတင္း လုပ္ၿပီး စကားေျပာမယ္လို႔ ထင္တယ္။ ဘယ္သူကိုမွ ဖယ္တာလည္း မရွိဘူး။ သိပ္အက်ပ္အတည္း ရွိမယ္မထင္ပါဘူး။ တပ္မေတာ္က ဖက္ဒရယ္ ျပည္ေထာင္စု တပ္မေတာ္ ျဖစ္ရမယ္ ဆိုတဲ့အခ်က္ပါတယ္။ တပ္မေတာ္မွာ တိုင္းရင္းသားေတြ ဘယ္ေလာက္ ပါရမယ္ဆို တဲ့အခ်က္ ကေတာ့ ႏိုင္ငံေရးေဆြးေႏြးပြဲမွာ အေသးစိတ္ ေဆြးေႏြးမွာပါ”ဟု ညီညြတ္ေသာ တုိင္းရင္းသားလူမ်ဳိးမ်ား ဖက္ဒရယ္ ေကာင္စီ (UNFC)မွ ဗိုလ္မွဴးႀကီး ခြန္ဥကၠာက ဧရာဝတီသုိ႔ ေျပာသည္။

ေအာက္တုိဘာ ၃၀ ရက္ေန႔မွ ႏုိ၀င္ဘာလ ၂ ရက္ေန႔အထိ အႀကိတ္အနယ္ ေဆြးေႏြးခဲ့ေသာ လိုင္ဇာတိုင္းရင္းသား ညီလာခံတြင္ တိုင္းရင္းသား အမ်ားစု သေဘာတူသည့္ ၿငိမ္းခ်မ္းေရးႏွင့္ အပစ္ရပ္ေရး ဘံုမူ၀ါဒ သေဘာတူညီခ်က္မ်ား ေရးဆြဲ ႏုိင္ခဲ့ၿပီး အဆိုပါသေဘာတူညီခ်က္မ်ားသည္ အစိုးရက ခ်ျပေသာ အခ်က္ ၁၅ ပါ အပစ္ အခတ္ ရပ္စဲေရး သေဘာ တူညီခ်က္ မူၾကမ္း၊ ကရင္အမ်ိဳးသားအစည္းအ႐ံုး (KNU) ႏွင့္ ရွမ္းျပည္ ျပန္လည္ ထူေထာင္ေရး ေကာင္စီ (RCSS) တုိ႔ ပူးတြဲ ထုတ္ျပန္ထားသည့္ မူ၀ါဒ ႏွင့္ ညီညြတ္ေသာ တုိင္းရင္းသား လူမ်ဳိးမ်ား ဖက္ဒရယ္ ေကာင္စီ (UNFC)က ထုတ္ျပန္ ထား သည့္ မူၾကမ္း အပါအ၀င္ မူၾကမ္း ၃ခုကိုအေျချပဳေရးဆြဲခဲ့ျခင္းျဖစ္သည္။

တုိင္းရင္းသား တပ္ေပါင္းစု၏ ဘုံမူ၀ါဒ သေဘာတူညီခ်က္မ်ားတြင္ ေခါင္းစဥ္ႀကီး ၉ခု ပါဝင္ၿပီး အဆိုပါမူ၀ါဒမ်ားကို လာမည့္ ႏိုဝင္ဘာလဆန္းပုိင္း ျမစ္ႀကီးနားတြင္ က်င္းပမည့္ အစုိးရၿငိမ္းခ်မ္းေရးေဖာ္ေဆာင္ေရး ေကာ္မတီႏွင့္ ေဆြးေႏြးပြဲတြင္ ခ်ျပ ေဆြးေႏြး မည္ျဖစ္ေၾကာင္း၊ အဆိုပါ ဘုံမူ၀ါဒသေဘာတူညီခ်က္မ်ားကို အစိုးရက လက္မခံပါက တႏိုင္ငံလံုး အပစ္ရပ္ေရး ေဆြးေႏြးပြဲ တြင္ တုိင္းရင္းသားအဖြဲ႕မ်ားအားလုံး လက္မွတ္မထိုးရန္ သေဘာတူထားေၾကာင္း၊ အစိုးရႏွင့္ ညိွႏိႈင္းမည့္ တိုင္းရင္းသား ေပါင္းစံုကိုယ္စားျပဳအဖြဲ႕ Nation Wide Cease-Fire Coordination Team (NCCT) ကို လည္း ဖြဲ႕စည္း သြားမည္ ျဖစ္ေၾကာင္း သိရသည္။

တႏုိင္ငံလုံး အပစ္အခတ္ရပ္စဲေရး လက္မွတ္ထုိးၿပီးပါက ၄ လအတြင္း ႏုိင္ငံေရးေဆြးေႏြးပြဲမ်ားက်င္းပရန္ တုိင္းရင္းသား မ်ားက ေတာင္းဆုိၾကၿပီး တႏုိင္ငံလုံး အပစ္အခတ္ရပ္စဲေရး လက္မွတ္ မထိုးမီ ႏိုင္ငံေရးေဆြးေႏြးပြဲ ဆက္လက္ လုပ္ေဆာင္ မည္ ဆုိေသာ တိက် သည့္ ကတိစကားမ်ား ရယူသြားရန္ရွိၿပီး ႏုိင္ငံ့ ေခါင္းေဆာင္ ၅ ဦးက ႏိုင္ငံတကာ ကိုယ္စားလွယ္မ်ား ႏွင့္ တိုင္းရင္းသား အဖြဲ႔မ်ား၏ ကိုယ္စားလွယ္မ်ား ေရွ႕တြင္ ကတိကဝတ္ျပဳရမည္ ျဖစ္ေၾကာင္း သိရွိရသည္။

“သမၼတ၊ ျပည္သူ႕လႊတ္ေတာ္ဥကၠ႒၊ အမ်ိဳးသားလြတ္ေတာ္ဥကၠ႒၊ ကာကြယ္ေရးဦးစီးခ်ဳပ္နဲ႔ တရားသူႀကီးခ်ဳပ္တို႔ ကတိကဝတ္ ျပဳေပးၿပီးမွ အပစ္အခတ္ရပ္စဲေရး လက္မွတ္ထိုးမွာပါ”ဟု ဗိုလ္မွဴးႀကီး ခြန္ဥကၠာက ေျပာသည္။

Kachin woman shot by government soldiers

A civilian from the Kachin ethnic group was shot and killed while working on her farm last week.

Zung Lwi, was with her husband and their 3 children near Ginsi village when government troops opened fire. Her husband Galau Ying Bawm and their children managed to escape unscathed. The family has sought refuge at a church near Lawng Hkang, according to relatives.

The incident on Jan. 24, occurred after a series of offensives by Burma armed forces against Kachin Independence Army (KIA), Sixth Battalion. The government has been reinforcing their troops in the jade-rich Hpakant (Phakant) district.

On Jan, 18, KIA Col. Nhkum Zau Doi, commander of 6 Battalion, warned all civilians living near Ginsi to flee after expecting a large government offensive. Shortly after, the KIA's Sixth Battalion headquarters was taken by the Burma army.

An estimated 3,000 people from around Ginsi have fled their homes since the beginning of the year. Most are sheltering in churches and Buddhist monasteries in Hpakant, Lawng Hkang and Seng Tawng.

Burma army planes attack KIO positions near rebel capital

Four fighter jets and two helicopters took part in an air assault on rebel positions near Laiza, the Kachin Independence Organization's de facto capital, on Friday morning. Throughout the morning military planes struck KIO positions in Lajayang, a key town located less than 10 miles south of Laiza.

It is unknown at this time how many people have been killed or injured by the bombardment. Government shelling near Lajayang on Thursday killed one civilian and injured three others at Mankwi, according to KIO officials in the area.

The renewed attacks on KIO positions near Laiza comes just days after Burma's military sent the group a letter demanding that all KIO troops abandon their positions in and around Lajayang. The letter was signed by Brig-Gen Tun Tun Naung, a senior official with the army's northern command. The KIO rebuffed the letter and appears unwilling at this point to withdraw from Lajayang or any other areas of strategic value in and around the Laiza.

The KIO capital is currently home to at an estimated 40,000 refugees who are increasingly forced to get by on inadequate amounts of food. The food crisis has been greatly exacerbated by a government imposed blockade preventing the UN and its related agencies from delivering food to refugee camps located in KIO controlled territory.

International Community Ignores Danger of Burma Sliding Into War

Today is the final deadline for armed ethnic groups which have signed
ceasefire agreements with the dictatorship in Burma to agree to become
border guard forces or militias under the control of the Burmese Army.

The demand is part of the generals¹ agenda to destroy all opposition ahead
of elections designed to maintain their rule under a civilian guise. Many of
the ceasefire groups play an important role in protecting and promoting
ethnic culture. The dictatorships new constitution does not grant ethnic
people any real level of autonomy, or grant any protection or promotion of
ethnic cultures.

Many of the largest ceasefire groups, including the Kachin Independence
Organisation, United Wa State Army, and New Mon State Party, have refused to
become border guard forces. They see the demands as breaking ceasefire
agreements and amounting to unconditional surrender, without any of their
demands for autonomy and ethnic rights being granted. The ceasefire groups
took part in the National Convention, which drew up the principles of the
new constitution, but every single one of their proposals was rejected.

Burma¹s military dictatorship has already shown it is prepared to use force
to subdue those groups that refuse to submit to its demands. In August 2009
the Burmese Army attacked the ethnic Kokang group, forcing almost 40,000
refugees to flee to China. Already ethnic Mon refugees have started arriving
in Thailand, fearing attacks by the Burmese Army.

Allow refugees to work, Govt urged

KUALA LUMPUR: The Bar Council has urged the Government to let refugees work so that they can be self-sustaining communities.

A clear-cut policy addressing the well-being of refugees must be established by the authorities to better manage refugees, said Bar Council Subcommittee on Migrants, Refugees and Immigration Affairs chairman Datuk M. Ramachelvam.

By doing so, refugees would be able to earn a living, and the Government would be able to eradicate many socio-economic problems.

In its recommendation to the Government, the Bar Council suggested that the authorities adopt a foreign worker replacement policy where instead of allowing labour brokers to source for fresh migrant workers, priority should be given to refugees physically present in the country until they could return home or be resettled in a third country.

“If we have proper guidelines, we will save costs because if refugees are integrated into the formal economy and if they are within the taxable bracket, they too will need to pay tax,” he said in a press conference after a briefing on the new urban refugee policy by the United Nations High Commissioner for Refugees here yesterday.

FAR away from their politically unstable motherland, Myanmars are seeking refuge on our shores.

The records of the United Nations High Commissioner (UNHCR) show that there are 82,400 refugee and asylum seekers in Malaysia as of February this year.

About 76,200 of them are from Myanmar, comprising some 37,600 Chins, 18,200 Rohingyas, 5,100 Myanmar Muslims, 3,500 Mon, 3,200 Kachins and other ethnic minorities including Burmese.

Bearing the scars of oppression, they have settled down in different parts of the country.

A group of Myanmar nationals are calling a township 30 minutes away from Kuala Lumpur their home, until it is safe to return to the homeland.

Most of them rent units above shoplots and work in factories, shops and restaurants nearby to feed themselves.

We climbed two flights of stairs in a commercial lot and arrived at a unit with three letters — BRO — attached to the door.

Behind the door, a few men were gathered in front of a small television while two teenagers surfed the Internet in an unlit room.

On the wall was a collage of photos showing Myanmar refugees attending talks, cultural and religious activities, and also, startlingly, photos of the deceased lying in coffins.

BRO, which stands for Burma Refugee Organisation, was started on Jan 1, 2006, by U Maung Hla.

The 58-year-old fled his country and arrived in Malaysia in 1997.

After being jailed three times for taking part in a demonstration in front of the Myanmar embassy, he established the organisation to help his fellow countrymen.

“There were many groups for the other ethnics, like Chin, Kachin and Shan, but there was none for the Burmese (also one of the ethnics). I had no one to turn to for help.

“When I set up BRO, I made sure that I did not discriminate based on ethnic groups and religion. My door is open to all who need help,” he said.

Now in its fifth year of operation, BRO has some 17,000 members in Peninsular Malaysia.

Maung Hla said he worked closely with the UNHCR to help the Myanmar refugees in Malaysia.

“I respond to calls from police stations and hospitals, when Myanmar nationals are being detained or sent to hospitals for treatment.

“I will then work with UNHCR to have the detainees released and sometimes, I have to make funeral arrangements for those who have died,” he said.

Maung Hla travels twice a month to meet BRO members in other states. When he hits the road, he brings along small containers of fried beef pickle, fried prawns pickle, fried dried fish with him to sell to those who yearn for a taste of home.

These products are made by the women members in another unit, which also doubled as their home.

Maung Hla’s wife, Moe Moe Khing, 39, who is in charge of the women’s and children’s section, said BRO obtained funds from UNHCR to start this small project.

“The women have something to do to occupy their time while the profits earned are channelled back to the health and education fund,” she said.

In this unit adorned with posters and calendars bearing the portraits of pro-democracy leader Aung San Suu Kyi, the residents prepare meals for some 50 students studying in the opposite unit on the same floor.

The children, aged between five and 17, do not have an open field to play or a canteen to buy titbits and fried chicken.

This small unit, equipped with basic furniture, is where they learn English, Mathematics, Science and Computer skills for a monthly fee of RM40.

After four years in the township, Maung Hla said BRO had established amicable ties with the locals.

“I explained our situation to them and they understand. Some of them even asked us to keep an eye on their shops when they are away,” he said.

At the same time, BRO members are told to respect the local customs and abstain from vices.

Moe Moe added: “I told them we are in a foreign land together so don’t fight each other.”

The Myanmar nationals only hold BRO member cards temporarily until they register with UNHCR and obtain refugee identity cards.

Maung Hla said he had stopped harping on political issues and focused strictly on social welfare.

“Every day when I open my eyes, I think of how to help the people,” he said.

We should let refugees work

I’M sure it was not only my friends and I who applauded the Malaysian Trades Union Congress (MTUC) call to the government to allow refugees to work legally in our country instead of bringing in more foreign labour from our neighbours.

The MTUC’s call comes fast on the heels of the recent announcement that 100,000 new visas were approved for foreign workers in the last three months.

"It’s definitely something good," a friend said as a friendly Myanmar worker served us drinks at the stalls. The irony was not lost on me, as I looked around our surroundings, with the many refugees trying to scrape some money by doing whatever they can, however they can. Needlessly, my friend added, "Then people like the workers here can work here legally."

Again, I’m not the only one who thinks that it is truly incredible that we are importing even more foreign workers when there seems to be a glut of them in our nation, and that we have, according to Suaram statistics, 60,000 Myanmar refugees registered with UNHCR, and thousands more are unregistered. For all we know, if all of them were registered, there would be no need to bring in the 100,000 foreign workers.

MTUC secretary-general G. Rajasekaran observed that if the government allowed refugees to work legally, we would save millions of ringgit in sustaining them. I might add that in so doing, the government would be able to monitor the refugee situation in our country, as well as control the influx of legally-brought-in foreign labour. According to reports, the latest figures from the Home Ministry reveal 1.2 million legal foreign workers with an equal number of illegal or undocumented workers in Malaysia.

Interestingly, Rajasekaran added that by allowing refugees to work, Malaysia would "also gain world recognition for being a humane country."

And this is the thing – I know Malaysians are compassionate people. Then why, according to Suaram, has the following occurred?

Between 2002 and 2008, more than 4,800 Myanmars were whipped for immigration offences; in 2008, 812 Myanmar children were detained in immigration detention centres; Myanmar refugees have difficulty finding jobs, due to their status. If they do get work, they are "usually underpaid and vulnerable to abuse from unscrupulous employers"; generations of uneducated refugees are being raised in Malaysia as they do not have access to education; and due to their unrecognised status, refugees live in fear of raids, arrest and detention.

According to Amnesty International Malaysia, Malaysia does not recognise refugees and asylum seekers, and "excludes validity of documents granted by the UNHCR that accord such people with International Protection."

However, according to Amnesty, we are formally obliged to care for refugee children, as we are signatories to the Convention on the Rights of the Child (CRC) and the UN Convention on Elimination of All Forms of Discrimination Against Women. According to Article 22 of the CRC, the government should proactively provide assistance and protection to children of asylum seekers and refugees.

And that leaves the men. Why not give some form of protection to the husbands, fathers, grandfathers, brothers and sons of the women and children? Why not let them work? After all, we have 100,000 vacancies at the moment, as evidenced by the approval of 100,000 work visas for foreigners.

It is great news that the Home Ministry intends to issue identification cards to refugees recognised by the United Nations. Why not show the world that we are in solidarity with the sufferings of our neighbours and just go the extra mile? Let’s give them the right to work.

အခုအခ်ိန္အထိေတာ့ အဲဒီလမ္းကုိ ေ႐ြးခ်ယ္ဖို႔ အုိဘားမားအစုိးရက ဆုိင္းငံ့လ်က္႐ိွေနပါတယ္။

ဒါေပမယ့္ ျမန္မာ့စစ္ေခါင္းေဆာင္မ်ားနဲ႔ စီးပြါးေရးလုပ္ဖုိ႔ေ႐ွာင္႐ွားရန္ ဘဏ္မ်ားကုိ ဖိအားေပးျခင္းဟာ အစြမ္း ထက္တဲ့ စီးပြါးေရးလက္နက္ေကာင္းျဖစ္ႏိုင္ပါတယ္။ ပုံစံအားျဖင့္ ေျမာက္ကုိရီးယားကုိ အႏုျမဴ လက္နက္မ်ား ပုိင္ဆုိင္လုိတဲ့ ရည္မွန္းခ်က္ ပ်က္ျပားစြန္႔လႊတ္ဖုိ႔အတြက္ တြန္းအားေပးရန္ ဒီ စီးပြါးေရး လက္နက္နဲ႔ ခ်ဥ္းကပ္ခဲ့ ပါတယ္။

အေမရိကန္ကြန္ဂရက္က ဘဏ္မ်ားကုိဖိအားေပးဖုိ႔ အုိဘားမားအစုိးရကုိ အာဏာေပးထားခဲ့ပါတယ္။ အခ်ဳိ႕လူ႔အခြင့္အေရး အုပ္စုမ်ားကလည္း သမၼတ အုိဘားမား ဒီနည္းလမ္းကုိသုံးဖုိ႔ လုိလားလ်က္ ႐ိွေန ၾကပါတယ္။ အနည္းဆုံးေတာ့ တုိက္႐ိုက္ေဆြးေႏြးပြဲ မေအာင္ျမင္ခဲ့လွ်င္ေပါ့။

အုိဘားမားအစုိးရက ေစ့စပ္ေဆြးေႏြးမႈပ်က္ျပားခဲ့လွ်င္ ပုိမုိျပင္းထန္ေသာအေရးယူမႈျပဳလုပ္မယ္လုိ႔ သတိေပးခဲ့ ပါတယ္။ ဒီသတိေပးခ်က္ကပဲ ျမန္မာ့စစ္ေခါင္းေဆာင္ေတြ အေမရိကန္ကုိ ၫႇိႏိႈင္းေဆြးေႏြး လာေစတဲ့ အားတခုျဖစ္ခဲ့ပါတယ္။

“ျမန္မာအစုိးရနဲ႔ ယင္းကိုအားေပးေထာက္ခံသူမ်ားအေပၚ စီးပြါးေရးပိတ္ဆုိ႔ေရးကုိ ျမန္မာႏိုင္ငံမွာ ေပၚေပါက္လာမဲ့ ျဖစ္ရပ္ အေျခအေနမ်ားအရ တုန္႔ျပန္သြားဖုိ႔ ကၽြႏု္ပ္တုိ႔ ထိ္န္းသိမ္းထားပါ့မယ္”လုိ႔ အုိဘားမားရဲ႕ အေ႐ွ႕ေတာင္ အာ႐ွထိပ္တန္းကုိယ္စားလွယ္ ကြတ္ ကမ္ဘဲလ္က လႊတ္ေတာ္အမတ္မ်ား ကုိ ၂၀၀၉ စက္တင္ဘာက ေျပာၾကားသြားပါတယ္။

အုိဘားမားကုိယ္တုိင္ကလဲ သူ႕အတြက္ ၿငိမ္းခ်မ္းေရးႏိုဘယ္ဆုလက္ခံပြဲမွာ ျမန္မာႏိုင္ငံနဲ႔ အေျခအေန ေကာင္းမ်ား ျဖစ္ႏုိင္ေျခ႐ိွတဲ့အေၾကာင္း ေျပာသြားခဲ့ပါတယ္။

ပုိမုိ က်ယ္ျပန္႔တဲ့ စီးပြါးေရးပိတ္ဆုိ႔မႈမေအာင္ျမင္ခဲ့တာေတြကို၊ ျမန္မာ့စစ္ေခါင္းေဆာင္မ်ား အျပည္ျပည္ ဆုိင္ရာဘဏ္စံနစ္မ်ားမွာ သူတို႔ရဲ႕ေငြမ်ားသိမ္းဆည္း လႊဲေျပာင္းတာေတြမလုပ္ႏိုင္ေအာင္ ျဖစ္ေစမဲ့ ဒီစီးပြါးေရး လက္နက္က စြမ္းေဆာင္ႏိုင္ေကာင္းတယ္လုိ႔ သုံးသပ္ၾကပါတယ္။

ျမန္မာစစ္အစိုးရတန္ဘုိးထားတာက ျပင္ပကမၻာနဲ႔ ကုန္သြယ္မႈမဟုတ္ပဲ၊ ကုန္သြယ္မႈေၾကာင့္ရလာတဲ့ ေငြေတြကုိ သိမ္းဆည္းအသုံးခ်ေရးပဲျဖစ္ပါတယ္။ စစ္အစုိးရက ေငြေတြကုိဘဏ္စာရင္းအပ္ႏွံတာနဲ႔ အဲဒိေငြေတြကုိ အျပည္ျပည္ ဆုိင္ရာ ဘဏ္စံနစ္မွာ သုံးစြဲလုိ႔မရေအာင္ အေမရိကန္အစုိးရက တားဆီး လာႏိုင္ပါတယ္။

၂၀၀၇ ခု ေ႐ႊ၀ါေရာင္ေတာ္လွန္ေရးအတြင္း စစ္အစုိးရက ဆႏၵျပသူမ်ားကုိ သတ္ျဖတ္ဖမ္းဆီးလုိက္ခ်ိန္ မွစၿပီး အေမရိကန္ဘ႑ာေရးအရာ႐ွိမ်ားက ျမန္မာစစ္စုိးရရဲ႕လူ ၄၀ နဲ႔ လုပ္ငန္း ၄၄ ခုကုိ ‘ပစ္မွတ္ပိတ္ ဆုိ႔မႈ’ ျပဳလုပ္လိုက္ပါတယ္။ အေမရိကန္ရဲ႕ ဘဏ္လုပ္ငန္းမွာ ေငြသြင္းေငြလႊဲျပဳလုပ္ျခင္းမွ ပိတ္ပင္တား ဆီးလိုက္ ပါတယ္။

စီးပြါးေရးပိတ္ဆုိ႔ျခင္းျဖင့္ အျပည္ျပည္ဆုိင္ရာ ဘဏ္မ်ားနဲ႔ဆက္သြယ္လုပ္ေဆာင္မႈမ်ားကုိပါ အက်ဳိး သက္ေရာက္မႈ ႐ိွေစမဲ့ အေျခအေနမ်ားျပဌာန္းႏိုင္ရန္ အေမရိကန္ဘ႑ာေရးဌာနရဲ႕ လုပ္ပုိင္ခြင့္မ်ားကုိ ဥပေဒ က ၂၀၀၈ ခုႏွစ္မွာခြင့္ျပဳလိုက္ပါတယ္။

ျမန္မာႏိုင္ငံဟာ အိမ္နီးခ်င္းႏိုင္ငံမ်ား၊ ဥေရာပနဲ႔အေမရိကန္ကုမၸဏီမ်ားနဲ႔ သဘာ၀ဓာတ္ေငြ႕ ထုတ္လုပ္ ေရာင္းခ်မႈ တုိးတက္ ေအာင္ျမင္ေနပါတယ္။ ေရာင္းရေငြမ်ားကုိ ႏိုင္ငံျခားဘဏ္မ်ားတြင္ အပ္ႏွံလႊဲ ေျပာင္းပါတယ္။ ျမန္မာစစ္အစုိးရနဲ႔ ပတ္သက္လုပ္ကုိင္ေနတဲ့ဘဏ္မ်ားကုိ ယင္းတုိ႔၏ အေမရိကန္ ဘဏ္လုပ္ငန္း နဲ႔ လုပ္ကုိင္ႏိုင္စြမ္းကုိ ထိခိုက္ႏိုင္ေၾကာင္း လုပ္ပုိင္ခြင့္အသစ္အရ အေမရိကန္က သတိ ေပးတားျမစ္ႏိုင္ပါတယ္။

၂၀၀၅ ခုႏွစ္က ဒီ စီးပြါးေရးလက္နက္ျဖင့္ ေျမာက္ကုိရီးယားကုိ အျပည္ျပည္ဆုိင္ရာဘဏ္စံနစ္ကေန အေမရိကန္ က ထိေရာက္္စြာ ထုတ္ပစ္ႏိုင္ခဲ့ၿပီး သမၼတ ကင္းမ္ဂၽြန္အီးကုိ ထိခိုက္ နစ္နာေစခဲ့ပါတယ္။

အီရန္အေပၚ အေမရိကန္ရဲ႕စီးပြါးေရးပိတ္ဆုိ႔မႈဥပေဒကုိခ်ဳိးေဖာက္မႈေၾကာင့္ ကရက္ဒစ္ဆူဇီဘဏ္ဟာ ေဒၚလာ ၅၃၆ သန္း ဒီလအတြင္းမွာ ဒဏ္ေငြ ေဆာင္ရပါတယ္။ လစ္ဗ်ား၊ ဆူဒန္နဲ႔ ျမန္မာႏိုင္ငံအတြက္ လဲ ေငြလႊဲေျပာင္းမႈမ်ား ျပဳလုပ္ေပးခဲ့ေၾကာင္းလဲ အစြပ္စြဲခံခဲ့ရပါတယ္။ ဒီဘဏ္ႀကီးရဲ႕ အခုျဖစ္ရပ္ကုိ က်န္ အျပည္ျပည္ဆုိင္ရာ ဘဏ္မ်ားကလဲ သခၤန္းစာယူၾကမွာ မလြဲပါဘူး။

ဒီလုိဆုိ နအဖလက္၀ါးႀကီးအုပ္ထားတဲ့ ဂက္ဆုိေဒၚလာ(GASO-DOLLAR) နဲ႔ နာခိုေဒၚလာ(NARCO-DOLLAR) ေတြကုိ လုံၿခံဳေအာင္ ဘယ္လုိသိမ္းမလဲ။ ဘယ္လုိလႊဲ မလဲ။ နအဖ တမိသားလုံး ယူႀကံဳးမရ အပူ လုံးႂကြ စုိးရိမ္ဗ်ာပါဒ ေတြပုိရၿပီေပါ့။ စကၤာပူေကာ ကူႏိုင္ဦး မလား။ မေလး႐ွားေကာ ကူႏိုင္ဦးမ လား။ အာဆီယံ ေကာ ေဖးမႏိုင္ပါဦးမလား။ ၀ ကလဲ ထိ၊ တ႐ုတ္က လဲ ၿငိ၊ အေမရိကန္ကလဲ ဖိ လာေနၾကၿပီ။ အခက္ေတြ ႀကံဳေနရၿပီ။ ထြက္ေပါက္ကုိအသည္းအသန္႐ွာေနရၿပီ။

ဒါေၾကာင့္ အစြမ္းထက္တဲ့ဒီစီးပြါးေရးလက္နက္ဟာ ျမန္မာႏိုင္ငံသားေတြအတြက္ ေျမာ္လင့္ခ်က္ ေရာင္ျခည္တန္း တခုလုိ႔ ဆုိရေပမယ္။
